On Monday, October 19, 2009, at approximately 11:50 a.m., Victim Vernon O’Neal was found shot to death on the front porch of a burned out house located at the intersection of Balydier and 42nd Street, Washington Park, Illinois. Preliminary investigation revealed on the evening of Sunday, October 18, 2009, O’Neal was reportedly abducted from the intersection of 10th and Bond Avenue, East St. Louis, Illinois.
